The Carlyle Group: An example of how the Global Public Private Partnership works

In 2009, a documentary revealed how The Carlyle Group’s power and influence in America and around the world became significantly stronger after 9/11 and the Persian Gulf War. The Global Public Private Partnership

The United Nations (“UN”) Summit of the Future will be held on 22-23 September 2024 at the UN headquarters in New York. The outcome of the meeting will be the document ‘The Pact for the Future’. It is a pre-determined outcome; it will be agreed in advance through intergovernmental negotiations.

The Pact is based on the UN ‘Our Common Agenda’, and the fulfilment of Agenda 2030 and its 17 Sustainable Development Goals.

In March 2022, UN Secretary-General António Guterres set up a High-Level Advisory Panel on Effective Multilateralism (“HLAB”). According to HLAB, the goal of the Pact should be: “a global transition by States and non-State actors to a circular economy, addressing both supply and demand in a way that achieves balance with the planet.”

This is a technocratic concept, Jacob Nordangård said.

HLAB’s report, ‘A Breakthrough for People and Planet: Effective and Inclusive Global Governance for Today and the Future’, recommends support for “a radical shift in international cooperation for the resolution of shared global challenges and the advancement of the 2030 Agenda for Sustainable Development”.

Nordangård commented: “[HLAB’s] advice is a recipe for a worldwide technocratic management system that, if everything goes according to plan, will be guided by the Global Public–Private Partnership that was formalised in June 2019 with the signing of United Nation’s and World Economic Forum’s strategic partnership.”

The Global Public-Private Partnership (“GPPP”) fosters public-private partnership cooperation between an international intergovernmental organisation, such as the United Nations, and private companies. It is a global network of stakeholder capitalists and partners including global corporations, philanthropic foundations, think tanks, governments, non-governmental organisations, academic institutions, global charities, labour unions and selected “thought leaders.”

GPPP controls global finance and the world’s economy. It sets world, national and local policy via global governance and then promotes these policies using corporate media, which are also “partners” within the GPPP.

Over the years, we’ve highlighted the GPPP and some examples. There are examples of it operating everywhere we look, not least of all in Ukraine where GPPP actors have taken the opportunity that war presents to them to advance their aims.

Below is a list of articles we’ve previously published that show the pervasiveness of the GPPP. It must be understood that this list barely scratches the surface of the GPPP monster.

The Carlyle Connection

In 2009, Dutch public broadcaster VPRO released a documentary titled ‘The Carlyle Connection’. It is a revealing documentary about the international world of private equity banking. Although it is 15 years old, it not only demonstrates how the GPPP model works but also demonstrates that public-private partnerships have already been shaping events, including wars, for some time.

The Bush family, the Saudi Royal family, Osama Bin Laden’s family and Donald Rumsfeld’s inner circle are just some of the high-profile figures who have played a direct role in the rise of one of the most powerful, influential and secretive firms in Washington: The Carlyle Group.

In the wake of the events of the attacks against the United States on 11 September 2001, commonly referred to as “9/11,” and the invasion of Iraq during the Persian Gulf War, The Carlyle Group’s power and influence became significantly stronger. It has become one of the largest investment banks in the world and, through its investments, is also one of the largest defence contractors in the world.

The company operates within the so-called “iron triangle,” a collaboration of industry, government and the military. It invests in areas that are closely tied to government policy: aerospace and defence, telecom, real estate, health care and the banking business. The Carlyle Group is viewed by many as the apex of the military industrial complex.

It is no coincidence then that Carlyle’s list of former and current advisers and associates includes a vast array of some of the most powerful men in America and around the world such as Lou Gerstner (former chairman of IBM), George Bush Sr., James Baker III, John Major (former British Prime Minister) and Fidel Ramos (former Prime Minister of the Philippines).

At the time that VPRO’s documentary was made, Carlyle, with US$16 billion under management, had the reputation of being the best-connected company in the world. Their list of private investors included George Soros, the Saudi Royal Family and the Bin Laden Family. That was in 2009.

According to its website, The Carlyle Group now has US$161 billion under management.
