Over the last week, it has been reported in several outlets that “the UK” is considering implementing “Carbon Passports” to restrict Brits from travelling by aeroplane.
After digging a little deeper, “the UK” turns out to be a lecturer at a UK university, Ross Bennett-Cook, citing a report commissioned by an Australian tour operator, Intrepid Travel.
We have to wonder how Bennett-Cook and Intrepid Travel hope to benefit from spreading this dystopian message because, as Australian Senator Malcom Roberts said last year, the climate fraud “is driven by globalist politicians and directed by parasitic billionaires.” And it is the parasitic billionaires who will profit from this criminal activity

History of PCAs in the UK
Personal carbon allowances (PCAs) are a policy concept that aims to reduce individual carbon emissions by setting a limit on the amount of carbon a person can emit, with the possibility of trading these allowances.
The idea has been discussed in the UK since the mid-1990s and gained some political attention in the early 2000s. In 2008, the UK government reviewed the concept and concluded that it was “an idea currently ahead of its time,” citing concerns about social acceptability and high costs. However, subsequent discussions and trials have led its proponents to believe that PCAs could be a viable policy instrument for decreasing carbon emissions.
The UK has set ambitious targets to achieve net zero by 2050, and personal carbon allowances are seen as a potential tool to encourage people to reduce their carbon footprints. The concept involves allocating a certain amount of carbon credits to each person, which can be used for household energy and personal travel. These credits would decrease over time to meet national emissions reduction goals.
In 2021, a four-week consumer trial in the UK set a personal carbon allowance of 20Kg CO2 per day, providing insights into how such a system could work in practice. The trial was conducted by Coca-Cola Co. and the Carbon Trust, which published a white paper outlining the study and conclusions. Despite the initial government review, there have been calls for further research and development of PCA schemes, as they could offer benefits beyond just economic aspects, such as promoting individual and social change.

PCAs Driven by Globalist Politicians and Parasitic Billionaires
In November 2024, Australian Senator Malcolm Roberts raised the UK PCA trial to meet net zero goals. He brought up the trial during a Senate debate, where he discussed the daily carbon dioxide allowance and its implications for people and industries.
Speaking of the personal carbon allowance trial conducted in the UK, he said, “We have the white paper in my office that informed the trial. The whole concept of a daily carbon dioxide allowance is now out there for all to see – conspiracy theory no more; I bloody told you so!”
He continued: “The climate change scam is not founded on science; it’s founded on feelings. It has become a religion for those who consider themselves above religion, and increasingly amongst those who could do with having some religion in their lives.
“Australia’s agricultural sector and rural communities, and $100 billion of agricultural production and hundreds of thousands of jobs, are about to be sacrificed on the altar of climate fraud. It is driven by globalist politicians and directed by parasitic billionaires who will benefit from this criminal enterprise – including Coca-Cola, who sponsored the trial.
“Coca-Cola’s leading shareholders are Warren Buffett, of Berkshire Hathaway, as well as BlackRock, Vanguard and State Street. These wealth funds invest on behalf of the world’s predatory billionaires who will profit from a carbon dioxide allowance.”

PCAs Have Reared Their Ugly Head Again
The PCA control mechanism is rearing its ugly head again. In the last week, Travel and Tour World (“TTW”) has published two articles about the UK government’s desire to implement PCAs to “combat” the manufactured climate change crisis.
In the first, TTW says “the UK” is looking at a “Carbon Passport” system and asks: “Is this the end of affordable air travel for Brits?”
“[The] familiar joy [of an annual holiday abroad] could soon be restricted as climate change impacts on tourism prompt the UK to consider implementing ‘carbon passports.’ Such personal carbon allowances might limit the frequency and type of travel, profoundly affecting leisure and business travellers alike,” TTW said.
Now for TTW’s scare mongering to get the public onside: “According to the UK government’s Department for Business, Energy & Industrial Strategy (BEIS), air travel carbon emissions are significant contributors to global warming, responsible for roughly 2.5% of global CO2 emissions, with tourism accounting for approximately 8% of total greenhouse gases globally. The concern has grown sharper as the UK’s average individual carbon footprint currently sits around 11.7 tonnes per year – far above the recommended limit set by the Paris Agreement.”
Then the solution: “Ross Bennett-Cook, an academic lecturer at the University of Westminster, explained in an analysis published recently that drastic changes to tourism habits might be unavoidable if the world intends to mitigate climate change seriously,” TTW said.
Noting, “The UK would not be alone in exploring travel-related climate measures. Several European countries have already introduced restrictions aimed at reducing air travel carbon emissions and promoting climate-friendly holiday destinations.”
What a load of codswallop.
You would have thought a travel company would be concerned about these restrictions. But, no. TTW thinks the restriction of people’s freedoms is a good thing, concluding: “Travellers and holidaymakers should start proactively reconsidering their travel habits.”
Three days later, TTW published a second article promoting the climate change scam and the nefarious PCA scheme. “The United Kingdom is exploring the possibility of introducing carbon passports for its citizens. This initiative would regulate how frequently individuals can travel abroad, specifically focusing on overseas holidays, which are contributing to the increase of the nation’s carbon footprint,” it said.
Adding, “The move is part of a wider vision to help the UK meet its net-zero target by 2050, as set out in the Climate Change Act of 2008. As global temperatures continue to ascend, experts suggest that drastic changes to our travel habits are inevitable. With the impending reality of a climate crisis, it may no longer be possible to continue business as usual in tourism.”
TTW really is on board with the destructive climate change agenda, even if it means destroying their business.
Interestingly, TTW doesn’t quote or refer to a UK government statement or source for the consideration of Carbon Passports; it simply refers to “the UK.” That’s because by “the UK” doesn’t mean the UK government.
The source of proposals for Carbon Passports to be implemented is a 2023 report in which “tour operator Intrepid Travel proposed that ‘carbon passports’ will soon become a reality if the tourism industry hopes to survive,” according to the Daily Record. The Daily Record was quoting Bennett-Cook.
My London published a similar article, as have other smaller outlets in the last week, with Bennett-Cook, citing Intrepid Travel’s 2023 report, as its sole source.
So, it would seem that Ross Bennett-Cook, whose ethnographic research focuses on the effects of tourism on Turkish communities, is pushing for PCAs on behalf of Intrepid Travel.
Although the various news sources do not name the report that Bennett-Cook refers to, we found a report, ‘A Sustainable Future for Travel’, released in 2023 by Intrepid Travel. Intrepid Travel is a small group adventure travel company that was founded in 1989 by two Australian university friends.
Intrepid Travel commissioned The Future Laboratory to produce a “foresight report.” This “foresight report” analysed the potential future of travel and warned that “travel as we know it could be on the brink of extinction” due to the climate crisis. It predicted a “dystopian future” where only virtual vacations exist.
The Future Laboratory, stylised THE : FUTURE : LABORATORY, offers foresight services which “explore tomorrow, define thought-leadership and identify new market categories.”
What a load of codswallop. And it is this codswallop which Bennet-Cook has used to spread his codswallop. So why are supposedly reputable media outlets and travel companies giving any time to Intrepid Travel and their publicist, Bennet-Cook?

Secretive UK Fires Group
Do you remember the UK Fires report ‘Absolute Zero’ published in 2019 that recommended all airports be closed by the end of 2049? If so, you’ll recall that it’s only one of a list of nefarious recommendations it made, see graphic below.
The UK Fires research programme is a collaboration between the universities of Cambridge, Oxford, Nottingham, Bath and Imperial College London, funded by the Engineering and Physical Sciences Research Council (“EPSRC”).
EPSRC is a division of the UK Research and Innovation (“UKRI”), a non-departmental (“arms-length”) public body of the UK government which was established by the Higher Education and Research Act (2017), bringing nine organisations into one unified body. This body is funded through the science budget of the Department for Science, Innovation and Technology. UKRI had an annual budget of £9.6 billion in 2023-24.
In 2021, UK Fires held its fourth workshop in its ‘Absolute Zero Value Lab’ series. The event was co-sponsored by the Centre for Sustainable Road Freight, a collaboration of the Cambridge University Engineering Department, the Logistics Research Centre of Heriot Watt University (Edinburgh) and the Freight and Logistics research group at the University of Westminster, along with “industry” and government partners. “The Centre receives funding from various UK Government and European sources, particularly EPSRC, ETI and InnovateUK, as well as from industry members,” its website states. It has “strong international links with partner research centres in China, India and South Africa.”
The workshop’s topic was ‘Transport Systems’. Themes included “decarbonising personal and business travel, multi-modal transportation options, sustainable freight and next generation logistics.” 47 people attended the workshop, presumably to map out how their ideas should be implemented. We don’t know for certain because, from what we can tell, UK Fires hasn’t published any details or videos of the event.
For an organisation that is funded by taxpayers’ money and plans to substantially limit our rights and freedoms, they’re a little too secretive. No information about its members, how it is spending taxpayers’ money or the events it is holding. It has even removed its ‘Meet the Team: People’ page.
The now-deleted page was last archived on the Wayback Machine on 3 July 2023 and lists the following UK Fires team members, the people who had been plotting at that time to remove our rights and freedoms under false pretences:
